∘ Maia Chinchaladze ∘ Lela Botchoidze ∘ CHANGES IN RENT, VAT AND ACCOUNTING DURING THE PANDEMIC Abstract Fiscal policy in the field of taxes and expenditures is a set of decisions made by the state. Discretionary fiscal policy - means changes in taxes and government spending in the face of a boom or recession. The state implements them through two instruments: the budget process and the tax code. Fiscal policy is of two types - expansive and restrictive. It is the expansionary fiscal policy - the reduction of taxes or the increase of government spending to stimulate aggregate demand - that the government applies when the country is in recession, to fight unemployment and inflation.
