ABOUT SOME ISSUES OF DEVELOPMENT OF THE EQUAL OPPORTUNITIES IN HIGHER EDUCATION SYSTEM OF GEORGIA

Summary

The article characterizes problems of the development of equal opportunities in high education. Reviewes disadvantages characterized for the current model of financing of the high education of Georgia which, in some cases, creates drawback bariers for the development of the equal opportunities and accesses to the high education. Analyses the tendencies formed in the development of the public and private sectors of higher education in Georgia. The issues of the necessity to the crossing -over to the new model of the finincing of the high education is raised. Positive and negative sides of the existing model of the funding of high education is given. The models of the funding of the high education in different countries of the world are characterized. The proposals for the development of the alternative sources of the finincing are suggested, which help forward of the development the equal opportunities and the access to the public and private high education. In the aim for the further improvement the measures for the redistribution of burden of the cost of education, the improvement the access to the education of the unsecured part of population and creation of the competitive environment are grounded.
