∘ George Berulava ∘ INNOVATION AND R&D IN GEORGIA: CURRENT SITUATION, CHALLENGES AND POLICY RECOMMENDATIONS Summary This study critically assesses the structural configuration of innovation and research & development (R&D) in Georgia to derive policy-relevant inferences. Evidence indicates persistently low R&D intensity, insufficient articulation between higher education institutions and industry, and institutional impediments to technology adoption and commercialization. Key constraints identified include suboptimal allocation of financial resources, skills mismatches within the labor force, and regulatory frictions that inhibit scale-up of innovative activities. The analysis synthesizes these findings into targeted, evidence-based recommendations: augmentation of public and private R&D funding; reforming incentive structures for knowledge transfer and commercialization; implementing coordinated skills development initiatives. The proposed measures are prioritized by feasibility and potential impact. The study offers actionable guidance for policymakers and practitioners aiming to strengthen Georgia’s innovation capacity.
