GUARANTEES OF REALIZATION UNIVERSAL RIGHTS ON LAWFUL LABOR RENUMERATION IN GEORGIA

Summary 

Article focuses on the problems of realization of the social guarantees in Georgia. Special attention is paid on the realization of the worthy, lawful renumeration and development equal opportunities on equal work, defined by the “International Covenant on economic, social and cultural rights “and revised version of the “Social Chart of Europe” (signed by the Government of Georgia). which ensure, in particular: remuneration which provides all workers, as a minimum, with:  fair wages and equal remuneration for work of equal value without distinction of any kind, with equal pay for equal work; a decent living for themselves and their families in accordance with the provisions of Covenant.

Autor stands for the researcher’s opinion to move from normative definition of social human guarantees towards the operationalization (mechanisms of the realization of the rights). Evaluates and substantiates existing challenges in lawful labor renumeration in Georgia such as: Inadequacy of the Normative Acts Regulating minimum wage and minimum level of renumeration in Georgia on the legislative and practical level. Existing deficiencies of the market mechanismს: distortions of the principle of equal pay for equal work, wage discrimination, sectoral wage policy used by the government of the country in regulation of the labor renumeration, noncompetitive environment, and distortion of the fundamental mechanisms of the principles of free competition are Stressed out.

Proposals towards practices of eradication of the wage discrimination and implementation of market mechanisms of the competitive and lawful wage policy are given for the short, medium and long run periods of time in the country.
